This becomes our official flag on July 4, 1863 recognizing the admission of West Virginia to the Union. From its beginning the citizens of the eastern and western portions of Virginia have opposing views of slavery, voting rights requirements, the role of the federal government in building infrastructure, the abolition of slavery as an economic policy that suppresses growth, and a system of inter-state tariffs. When Virginia secedes from the Union its Senators and Representatives in Congress must leave. West Virginians finally have the opportunity to form their own state government. President Lincoln, whose views are similar to West Virginians, offers no objection when the newly formed West Virginia legislature votes itself a state
